What this amendment would do
SA 5100, submitted by Mr. Welch, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund focused on lowering the cost of energy.
It would allow the Chairman of the Senate Committee on the Budget to:
- Revise budget allocations and aggregates.
- Adjust the pay-as-you-go ledger for specific legislative actions relating to lowering energy costs.
- Address policies that may ban or needlessly delay the deployment of clean energy resources.
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
