What this amendment would do
SA 5099, submitted by Ms. Warren, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to set a compulsory funding floor for the Bureau of Consumer Financial Protection.
It allows the Chairman of the Senate Committee on the Budget to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for legislation related to this funding floor.
This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
