What this amendment would do
SA 5098, submitted by Ms. Warren, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund for matters relating to financial services. This includes addressing affordability by reducing the burden of junk fees on consumers.
It would allow the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations of a committee or committees.
- Revise aggregates and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger.
These actions apply to bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports, provided that the legislation does not increase the deficit from fiscal year 2026 through 2035.
