What this amendment would do
SA 5097, submitted by Ms. Warren, aims to add a section to title III of the concurrent resolution S. Con. Res. 33 regarding a deficit-neutral reserve fund relating to credit card affordability.
The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations of committees, aggregates, and other appropriate levels.
- Make adjustments to the pay-as-you-go ledger for items relating to credit card affordability.
This include legislation that could cap credit card interest rates at 10 percent for 1 year, as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
