What this amendment would do
SA 5095, submitted by Ms. Warren, aims to add a deficit-neutral reserve fund to the end of title III of S. Con. Res. 33.
The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to make the following changes:
- Revise allocations of committees, aggregates, and other appropriate levels.
- Make adjustments to the pay-as-you-go ledger for various legislative actions.
These changes apply to bills, joint resolutions, amendments, motions, or conference reports concerning Department of Justice investigations. This may include legislation that takes away Department of Justice funds used to investigate Lisa Cook (member of the Board of Governors of the Federal Reserve System) and Jerome Powell (Chair of the Board of Governors of the Federal Reserve System).
The amendment requires that such legislation must not increase the deficit from fiscal year 2026 through 2035.
