What this amendment would do
SA 5092, submitted by Mr. Wyden, aims to add a deficit-neutral reserve fund to the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to adjust budgetary levels and the pay-as-you-go ledger for legislation related to health care. This includes:
- Repealing health care cuts from H.R. 1 (the "One Big Beautiful Bill Act").
- Guaranteeing funding for the Rural Health Transformation Program, which includes making state funds available until spent and stopping the redistribution of unobligated or unexpended funds.
- Sustaining sections 71202, 71306, and 71401 and their amendments.
This is provided that the legislation does not increase the deficit from fiscal year 2026 through 2035.
