What this amendment would do
SA 5091, submitted by Ms. Alsobrooks, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to prohibit attacks on federal employees. It does this by protecting the right to organize and legally binding collective bargaining agreements.
Specifically, the amendment allows the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations of committees, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for legislation relating to the Federal workforce.
- Include measures that may prevent the President from improperly exempting Federal agencies and their components from the provisions of chapter 71 of title 5, United States Code, and chapter 10 of title I of the Foreign Service Act of 1980.
This is provided that the legislation does not increase the deficit from fiscal year 2026 through 2035.
