What this amendment would do
SA 5090, submitted by Ms. Alsobrooks, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to establish a deficit-neutral reserve fund focused on lowering costs for consumers.
This amendment would allow the Chairman of the Senate Committee on the Budget to make the following changes for legislation related to lowering consumer costs:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger.
The amendment specifically mentions that these actions could include prohibiting future layoffs and reinstating funding for the Bureau of Consumer Financial Protection that was previously rescinded.
A key requirement is that any such legislation must not increase the deficit between fiscal years 2026 and 2035.
