What this amendment would do

SA 5089, submitted by Ms. Alsobrooks, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund specifically for tariff refunds for small businesses.

This would allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific legislation, such as bills, joint resolutions, amendments, motions, or conference reports.

This is provided that the legislation does not increase the deficit from fiscal year 2026 through 2035.
