What this amendment would do

SA 5088, submitted by Ms. Alsobrooks, aims to add a Deficit-Neutral Reserve Fund to the end of title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to adjust budget allocations and the pay-as-you-go ledger for legislation regarding food served to members of the Armed Forces.

Specifically, this may include prohibitions during Operation Epic Fury on spending money to buy ingredients or prepare food in the Pentagon Executive Dining Facilities, such as the Secretary of Defense Executive Dining Room, if the food is not the same as what is served to junior enlisted members on the following ships while they are in the United States Central Command area of operations:

  • USS Abraham Lincoln (CVN-72)
  • USS Gerald Ford (CVN-78)
  • USS George H.W. Bush (CVN-77)

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
