What this amendment would do
SA 5087, submitted by Ms. SMITH, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund specifically for legislation that restricts mineral exports to China.
This includes the possibility of prohibiting copper and nickel ore from Federal land in Minnesota from being sent to China for processing.
To achieve this, the amendment allows the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations of committees, aggregates, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for relevant bills, joint resolutions, amendments, motions, or conference reports.
These actions are permitted as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
