What this amendment would do

SA 5084, submitted by Mr. Lujan, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to finance the following:

  • Installation of community and rooftop solar systems on low-income housing units, which includes rural housing authorities and housing owned or managed by Tribal nations.
  • Support for workforce development for local solar installation capacity and installation costs.

The goal is to expand clean energy access in communities historically underserved by utility infrastructure and reduce energy costs for residents. This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
