What this amendment would do

SA 5083, submitted by Mr. LUJAN, aims to add a section to the end of title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund for Tribal and rural water infrastructure. It allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations and the pay-as-you-go ledger for legislation that finances the following in Tribal and rural communities lacking safe and reliable water service:

  • Planning
  • Design
  • Construction
  • Rehabilitation of critical water infrastructure, such as wastewater treatment, storage, distribution, and drinking water systems.

This specifically includes communities that are currently relying on contaminated sources or hauling water. This process is allowed as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
