What this amendment would do
SA 5082, submitted by Mr. Lujan, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to support the domestic manufacturing of wind turbine components and supply chain development.
It seeks to allow the Chairman of the Committee on the Budget of the Senate to adjust budgetary levels and the pay-as-you-go ledger for legislation that supports:
- Capital investment
- Workforce training
- Supply chain development for domestic wind turbine components, such as drivetrains, nacelles, towers, and blades.
The goals of these changes are to expand United States manufacturing capacity to meet onshore and offshore wind deployment needs and to reduce reliance on foreign-manufactured components.
The amendment specifies that priority should be given to investments in communities that have workforce transition needs or existing manufacturing infrastructure. This is provided that the legislation does not increase the deficit for fiscal years 2026 through 2035.
