What this amendment would do

SA 5081, submitted by Mr. Lujan, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund for federal agency permitting staffing.

It would allow the Chairman of the Senate Committee on the Budget to:

  • Revise allocations of committees, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger.

These actions would apply to legislation, such as bills or amendments, that focuses on the following:

  • Hiring of personnel.
  • Retention of personnel.
  • Training of personnel.

This applies to Federal agencies that review and approve permits for natural resources, infrastructure, and energy, as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
