What this amendment would do
SA 5079, submitted by Mr. Lujan, aims to add a section to title III of S. Con. Res. 33. This amendment creates a deficit-neutral reserve fund for cleaning up abandoned hardrock mine sites on Federal land.
The purpose of this addition is to allow the Chairman of the Committee on the Budget of the Senate to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation that focuses on:
- Supporting the cleanup, reclamation, and long-term monitoring of abandoned hardrock mine sites managed by the Forest Service and the Bureau of Land Management.
- Addressing the contamination of surface water, groundwater, and soil resources.
The amendment specifies that priority should be given to sites that pose an imminent risk to adjacent communities, wildlife habitats, and downstream water users. This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
