What this amendment would do

SA 5077, submitted by Mr. Lujan, is an amendment to S. Con. Res. 33, which sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to add a deficit-neutral reserve fund to title III of the resolution. This fund is specifically for legislation focused on holding Federal prosecutors accountable for defying court orders.

The amendment allows the Chairman of the Committee on the Budget of the Senate to:

  • Revise allocations of committees or committees and aggregates.
  • Revise other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger.

These actions can be taken for bills, joint resolutions, amendments, motions, or conference reports related to this purpose, as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
