What this amendment would do

SA 5074, submitted by Mr. Lujan, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund for new hires at the Federal Bureau of Investigation who meet background check and qualification requirements.

This change would allow the Chairman of the Senate Committee on the Budget to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific legislative actions, such as bills, motions, or amendments, regarding these FBI hires.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
