What this amendment would do

SA 5073, submitted by Mr. LUJAN, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund regarding:

  • Government ethics
  • Transparency
  • Enforcement of the Hatch Act (subchapter III of chapter 73 of title 5, United States Code)

This would allow the Chairman of the Committee on the Budget of the Senate to adjust budget levels, committee allocations, and the pay-as-you-go ledger for legislation related to these topics, as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
