119-SCONRES-33 — A concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2026 and setting forth the appropriate budgetary levels for fiscal years 2027 through 2035.

What this amendment would do

SA 5072, submitted by Mr. Lujan, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to establish a deficit-neutral reserve fund. This fund relates to creating a cause of action against any Federal law enforcement officer who violates an individual's constitutional rights during immigration-related enforcement activity.

This change allows the Chairman of the Committee on the Budget of the Senate to:

  • Revise allocations of committees or committees, aggregates, and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for various legislative actions, such as bills, joint resolutions, amendments, motions, or conference reports.

These adjustments are permitted by the amounts provided in the legislation, as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
