What this amendment would do

SA 5071, submitted by Mr. Lujan, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund for legislation related to studying the creation of a code of conduct for Supreme Court justices.

  • It allows the Chairman of the Senate Committee on the Budget to revise committee allocations, aggregates, and other budget levels.
  • It allows for adjustments to the pay-as-you-go ledger for specific bills, resolutions, amendments, motions, or conference reports.
  • These adjustments are permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
