What this amendment would do

SA 5069, submitted by Mr. Lujan, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund. This fund relates to providing refunds to consumers who experience outages with their internet, cable, or wireless phone services.

It allows the Chairman of the Senate Committee on the Budget to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific legislative actions, such as bills or amendments.

This is provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
