What this amendment would do

SA 5068, submitted by Mr. LUJAN, aims to add a section to S. Con. Res. 33 regarding a deficit-neutral reserve fund specifically for combating scam robocalls and robotexts.

The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise allocations of committees, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for bills, joint resolutions, amendments, motions, or conference reports focused on combating scam robocalls and robotexts.

This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
