What this amendment would do

SA 5064, submitted by Mr. Lujan, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund for the Department of Justice to provide the Epstein files to the New Mexico Truth Commission.

It allows the Chairman of the Senate Committee on the Budget to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for related legislative actions.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
