What this amendment would do
SA 5062, submitted by Mr. LUJAN, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund specifically for strengthening mental health services and substance use disorder services.
It allows the Chairman of the Committee on the Budget of the Senate to:
- Revise aggregates, allocations of committees, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for various legislative actions, such as bills, motions, or conference reports.
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
