What this amendment would do
SA 5059, submitted by Mr. LUJAN, is an amendment to S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to add a deficit-neutral reserve fund to title III of the resolution. This fund is specifically for strengthening Medicaid for Seniors and individuals with disabilities.
It aims to allow the Chairman of the Committee on the Budget of the Senate to:
- Revise committee allocations, aggregates, and other appropriate levels.
- Make adjustments to the pay-as-you-go ledger for legislation, amendments, or reports related to strengthening Medicaid for these groups.
These changes are allowed as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
