What this amendment would do

SA 5057, submitted by Mr. Lujan, aims to add a section to title III of S. Con. Res. 33.

The purpose is to create a deficit-neutral reserve fund for the operation of the Impact Aid Program.

This change would allow the Chairman of the Senate Committee on the Budget to:

  • Revise allocations of committees or committees.
  • Revise aggregates and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for various legislative actions, such as bills, joint resolutions, amendments, motions, or conference reports.

These actions are permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
