What this amendment would do

SA 5056, submitted by Mr. LUJAN, aims to add a section to S. Con. Res. 33 regarding a deficit-neutral reserve fund for the operation of Head Start programs.

The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to make the following changes for legislation related to Head Start programs:

  • Revise committee allocations, aggregates, and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger.

These actions are permitted as long as the legislation does not increase the deficit for the total of fiscal years 2026 through 2035.
