What this amendment would do
SA 5053, submitted by Mr. Lujan, aims to add a section to title III of S. Con. Res. 33.
The purpose is to create a deficit-neutral reserve fund to support specific Indian programs and annual appropriations accounts. These include:
- Operation of Indian Programs
- Contract Support Costs
- Indian Guaranteed Loan Program
- Construction
- Payments for Tribal Leases
- Operation of Indian Education Programs
- Education Construction
- Indian Health Facilities
This amendment would allow the Chairman of the Committee on the Budget of the Senate to adjust budget allocations, aggregates, and the pay-as-you-go ledger for related legislation, as long as that legislation does not increase the deficit between fiscal years 2026 and 2035.
