What this amendment would do
SA 5052, submitted by Mr. Lujan, aims to add a section to the end of title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to help low- and middle-income households save on energy efficiency improvements. It allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations and the pay-as-you-go ledger for legislation that provides:
- Rebates, grants, or low-interest financing for energy efficiency upgrades.
- Support for households in rural, Tribal, and underserved communities.
- Upgrades including insulation, efficient appliances, weatherization, and heating, ventilation, and air conditioning replacement.
These measures are intended to lower utility costs and reduce energy burden and would work alongside existing Federal programs, such as the weatherization assistance program.
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
