What this amendment would do
SA 5051, submitted by Mr. Lujan, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and the budget levels for fiscal years 2027 through 2035.
The amendment aims to add a new section, SEC. 3003, which creates a deficit-neutral reserve fund. This fund is specifically for legislation relating to:
- Immigration enforcement
- The effect of immigration enforcement on increased grocery prices
This change allows the Chairman of the Senate Committee on the Budget to adjust budget allocations, aggregates, and the pay-as-you-go ledger for relevant bills or reports, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
