What this amendment would do
SA 5050, submitted by Mr. Lujan, is an amendment to S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to create a deficit-neutral reserve fund. This fund is intended to address the need for 100 percent screening of cargo entering the United States using non-intrusive inspection technology.
The goal of this screening is to stop fentanyl and other illicit substances from entering the United States.
The amendment allows the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations of committees, aggregates, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for legislation addressing these screening needs.
This is provided that the legislation does not increase the deficit from fiscal years 2026 through 2035.
