What this amendment would do
SA 5049, submitted by Mr. Lujan, is an amendment to S. Con. Res. 33. This resolution sets the budget for the United States Government for fiscal year 2026 and budget levels for fiscal years 2027 through 2035.
The purpose of this amendment is to add Section 3003, which creates a deficit-neutral reserve fund. This fund aims to prevent a decrease in the required training for new agents and officers at:
- U.S. Immigration and Customs Enforcement
- U.S. Customs and Border Protection
The amendment allows the Chairman of the Senate Committee on the Budget to adjust budget allocations and the pay-as-you-go ledger for legislation related to this training, as long as that legislation does not increase the deficit between fiscal years 2026 and 2035.
