What this amendment would do

SA 5047, submitted by Mr. LUJAN, aims to add Section 3003 to the end of title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to address the following:

  • Revising qualification and background check requirements for new employee hires at U.S. Immigration and Customs Enforcement and U.S. Customs and Border Protection.

This change allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations, aggregates, other levels in the resolution, and the pay-as-you-go ledger for related legislation, provided that such legislation does not increase the deficit from fiscal years 2026 through 2035.
