What this amendment would do

SA 5046, submitted by Mr. Lujan, aims to add a new section (SEC. 3003) to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to handle legislation regarding the establishment of training requirements for immigration enforcement officials concerning Tribal identification.

It allows the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for related bills, resolutions, amendments, motions, or conference reports.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
