What this amendment would do

SA 5045, submitted by Mr. LUJAN, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund for the operation of the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund.

It would allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise allocations of committees or committees, aggregates, and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for various legislative actions, such as bills, joint resolutions, amendments, motions, or conference reports.

This is permitted as long as the legislation does not increase the deficit for the total of fiscal years 2026 through 2035.
