What this amendment would do

SA 5044, submitted by Ms. Murkowski, aims to add a section to title IV of S. Con. Res. 33.

The purpose of this amendment is to create a point of order in the Senate. This would prevent the consideration of certain bills, joint resolutions, amendments, or conference reports that provide funding to U.S. Immigration and Customs Enforcement (ICE) or U.S. Customs and Border Protection (CBP) if those funds remain available for obligation after September 30, 2026.

To waive or suspend this point of order, or to sustain an appeal of the Chair's ruling, an affirmative vote of three-fifths of the Members of the Senate is required.
