What this amendment would do

SA 5041, submitted by Mr. REED, aims to change S. Con. Res. 33, which sets the budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to strike and replace sections 2001 and 2002 with the following:

  • House of Representatives: The Committee on Financial Services must report changes in laws within its jurisdiction by May 15, 2026. These changes cannot increase the deficit by more than $140,000,000,000 for fiscal years 2026 through 2035.

  • Senate: The Committee on Banking, Housing, and Urban Affairs must report changes in laws within its jurisdiction by May 15, 2026. These changes cannot increase the deficit by more than $140,000,000,000 for fiscal years 2026 through 2035.
