What this amendment would do

SA 5040, submitted by Mr. REED, aims to replace title II of S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.

The amendment adds the following requirements for reconciliation:

  • House of Representatives: The Committee on Ways and Means must report changes in laws within its jurisdiction by May 15, 2026. These changes cannot increase the deficit by more than $140,000,000,000 for fiscal years 2026 through 2035.

  • Senate: The Committee on Finance must report changes in laws within its jurisdiction by May 15, 2026. These changes cannot increase the deficit by more than $140,000,000,000 for fiscal years 2026 through 2035.
