What this amendment would do

SA 5039, submitted by Mr. Reed, aims to change the bill by striking title II and inserting a new TITLE II--RECONCILIATION.

The purpose of this amendment is to require the following actions by May 15, 2026:

  • The House Committee on Agriculture must report changes in laws within its jurisdiction that increase the deficit by no more than $140,000,000,000 for fiscal years 2026 through 2035.

  • The Senate Committee on Agriculture, Nutrition, and Forestry must report changes in laws within its jurisdiction that increase the deficit by no more than $140,000,000,000 for fiscal years 2026 through 2035.
