What this amendment would do

SA 5037, submitted by Ms. Blunt Rochester, aims to add a deficit-neutral reserve fund to S. Con. Res. 33.

The purpose of this amendment is to ensure that no more rural hospitals are forced to close. To achieve this, it allows the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Adjust the pay-as-you-go ledger for specific bills, resolutions, amendments, motions, or conference reports.
  • Redirect and rescind funds from sections 90003 and 100052 of the One Big Beautiful Bill Act.
  • Rescind funds for Customs and Border Patrol, Immigration and Customs Enforcement, or the Department of Homeland Security.
  • Reverse funding cuts from sections 71101 through 71121 of the One Big Beautiful Bill Act.

This is provided that the legislation does not increase the deficit from fiscal year 2026 through 2035.
