What this amendment would do

SA 5036, submitted by Ms. Blunt Rochester, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to help improve insurance access and affordability for communities through Federal hazard mitigation programs.

The amendment would allow the Chairman of the Committee on the Budget of the Senate to adjust budget levels, committee allocations, and the pay-as-you-go ledger for legislation related to funding these programs. The programs mentioned may include:

  • Building Resilient Infrastructure and Communities Program
  • Flood Mitigation Assistance Grant Program
  • Safeguarding Tomorrow Revolving Loan Fund
  • Hazard Mitigation Grant Program
  • Pre-Disaster Mitigation Grant Program

This is permitted as long as the legislation does not increase the deficit for the total of fiscal years 2026 through 2035.
