What this amendment would do
SA 5034, submitted by Mr. Kim and Mr. Booker, aims to add a new section to title IV of S. Con. Res. 33.
The purpose of this amendment is to create a point of order in the Senate. This would prevent the consideration of any funding for U.S. Immigration and Customs Enforcement or U.S. Customs and Border Protection unless the agencies have publicly shared all environmental impact statements and analyses for facilities they:
- Operate
- Intend to purchase
- Lease
- Construct
- Retrofit for use as immigration detention facilities
The amendment also states that this point of order can only be waived, suspended, or appealed with an affirmative vote of three-fifths of the Members of the Senate.
