What this amendment would do
SA 5032, submitted by Mr. Kim, aims to add a new section to title IV of S. Con. Res. 33.
The purpose of this amendment is to create a point of order that would prevent the Senate from considering reconciliation legislation, amendments, or conference reports when the national average price of gas is higher than $3.50 per gallon.
To bypass this restriction, the amendment requires:
- An affirmative vote of three-fifths of the Members of the Senate to waive or suspend the point of order.
- An affirmative vote of three-fifths of the Members of the Senate to sustain an appeal of the Chair's ruling on this point of order.
