What this amendment would do
Mr. KIM submitted SA 5031 to be added to S. Con. Res. 33, which deals with the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to add a point of order that would stop the Senate from considering:
- A reconciliation bill or resolution.
- An amendment to such a bill or resolution.
- A conference report on such a bill or resolution.
- An amendment between the Houses regarding such a bill or resolution.
This restriction applies when inflation is above 2.0 percent, based on the Consumer Price Index from the Bureau of Labor Statistics.
To waive or suspend this rule, or to sustain an appeal of the Chair's ruling on this point of order, an affirmative vote of three-fifths of the Members of the Senate is required.
