What this amendment would do
SA 5030, submitted by Mr. Kim, aims to add a new section (SEC. 4109) to title IV of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a point of order in the Senate. This would prevent the consideration of any reconciliation legislation, amendments, or conference reports that provide funding for:
- U.S. Immigration and Customs Enforcement (ICE)
- U.S. Customs and Border Protection (CBP)
This restriction would remain in place until there is a conclusion to an independent and unbiased investigation into the deaths of U.S. citizens Renee Good and Alex Pretti during "Operation Metro Surge" in Minnesota under President Trump.
The amendment also specifies that this point of order can only be waived, suspended, or appealed by an affirmative vote of three-fifths of the Senate Members.
