Changes bill: 119-SCONRES-33 — A concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2026 and setting forth the appropriate budgetary levels for fiscal years 2027 through 2035.

What this amendment would do

SA 5029, submitted by Mr. Kim and Ms. Alsobrooks, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to provide for the needs of caregivers across America.

It would allow the Chairman of the Committee on the Budget of the Senate to:

Revise allocations of committees, aggregates, and other appropriate levels in the resolution.
Make adjustments to the pay-as-you-go ledger for legislation, such as bills, joint resolutions, amendments, motions, or conference reports, that relate to Federal programs providing support to caregivers.

This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
