What this amendment would do
SA 5028, submitted by Mr. WELCH, aims to add a section to S. Con. Res. 33 regarding the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to create a deficit-neutral reserve fund. This fund relates to prohibiting drugs with orphan drug designations from being exempt from Medicare drug price negotiation.
The amendment allows the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations of committees, aggregates, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific bills, joint resolutions, amendments, motions, or conference reports.
These actions are permitted as long as the legislation does not increase the deficit over the total period of fiscal years 2026 through 2035.
