What this amendment would do
SA 5027, submitted by Mr. Heinrich, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund specifically for increasing the interdiction of fentanyl-related substances.
It would allow the Chairman of the Senate Committee on the Budget to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific legislative actions, such as bills, joint resolutions, amendments, motions, or conference reports.
These changes are permitted as long as the legislation relates to increasing the interdiction of fentanyl-related substances and does not increase the deficit between fiscal years 2026 and 2035.
