What this amendment would do

SA 5026, submitted by Mr. HEINRICH, aims to add a section to S. Con. Res. 33 regarding a deficit-neutral reserve fund for improving election security.

The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation that provides the following to state and local election offices and staff:

  • Resources
  • Training
  • Support

These provisions are intended to ensure the security of election-related critical infrastructure, provided the legislation does not increase the deficit from fiscal year 2026 through 2035.
